Bayern have the first option to sign Coutinho, who cost Barcelona a staggering £142 million in January 2018.
The Spanish club have suggested they would be willing to cut their losses and offload Coutinho for £85 million ($160m).
The cut price deal would still allow Chelsea to strengthen in other areas.
The Blues have been linked to Ben Chilwell of Leicester and Dortmund’s English winger Jadon Sancho.

CHINA MOVE OFF THE TABLE
Gareth Bale’s exit from Real Madrid to China could be kiboshed after the Chinese Super League decided to bring in a salary cap.
Christmas Day talks have seen the Chinese FA announce a £2 million-a-year cap ($3.75m), which covers wages after tax but does not include bonuses.
When he was linked with a Super League switch in July, the Welshman was offered a £62.4m ($116m) annual pay packet.
That worked out at around £1.2m-a-week, with Real pulling the deal at the eleventh hour.
Now with that salary off the table, Premier League clubs are likely to re-emerge as the frontrunners for Bale’s signature.
Former club Tottenham, Manchester United and Chelsea are all keen on signing Bale.
UNITED EYE MADDISON
Manchester United are ready to test Leicester’s resolve by making a move for James Maddison in an £80 million ($150m) transfer.
The Daily Star claim that Maddison is some way off extending his contract at Leicester, with United keen on adding his playmaking flair to their attacking arsenal.
United have already prised some of the Foxes’ best talent away, signing Harry Maguire last year.
And his former teammate Maddison could be next, despite having three-and-a-half years left on his contract.
Maddison could be offered triple his £50,000-a-week contract ($94,000), with his price expected to rise given he is likely to be in Gareth Southgate’s highly-fancied England squad for Euro 2020.
GERRARD AND GIROUD?
Rangers have been linked to a sensational deal which would see Chelsea striker Olivier Giroud join Steven Gerrard’s Ibrox revolution
The 33-year-old Frenchman looks set to leave Stamford Bridge in January with the MLS one option.
However, according to French media, Rangers have already sounded out the forward’s management over a possible move.
The French international Giroud has played just seven times for Frank Lampard this season.
Crystal Palace are also interested in the ex-Arsenal striker, who comes off contract at the end of the 2020 season.

RODGERS REELS IN RUGANI
Leicester are keen on £34-million ($64m) rated defender Daniele Rugani.
The Juventus defender, 25, was previously a target for Arsenal after turning heads with an incredible run of form.
The Italian giants snubbed the Gunners offer, but while his talent is clear to see Rugani isn’t a weekly start for the Bianconeri.
Leicester only have veteran Wes Morgan to cover for Jonny Evans and Caglar Soyuncu.
And according to The Daily Telegraph, manager Brendan Rodgers wants to bring in defensive reinforcements as the Foxes attempt to consolidate their top-four chances.
